Hadi Shirazi is designated as the statewide technical expert Highway Safety Engineer for the Louisiana Department of
Transportation and Development’s Hazard Elimination Program. He is working for the Departments for 22 years. His
duties involve the identification of hazardous locations, traffic records, and tort reduction. He develops and
reviews the list of abnormal crash locations and provides recommendations for the candidate sites. He reviews and
recommends projects for the Highway Safety Improvement Programs and performs evaluation to determine the statistical
based on highway safety principles and practices. He develops and implements statewide policies and procedures for
data collection and use. He makes technical decisions regarding the design and implementation of the Traffic Records
System for the LADOTD. He provides technical assistance to LADOTD HQ and District engineers with regards to the
traffic records system and Highway Safety Improvement. He participates in research studies at the state and national
level and serves on the committee task forces for safety incentive AASHTO plan and NCHRP program.
He prepares the annual highway safety report to the Federal Highway Administration. Performs in-depth safety studies
and prepares detailed reports on findings. He manages and reviews engineering studies, contracts, and proposals prepared
by consultants. He identifies and corrects highway safety issues, develops and conducts research programs, writes proposals,
and disseminates findings through publications, technical summaries, and the presentation of papers. He develops and implements
Department and Statewide highway safety programs based on research findings. He makes technical decisions related to highway
safety and formulates and establishes technical standards such as Highway Safety Manual (HSM). He provides expert advice to State
legislators, other State, Federal and local officials, DOTD administrators and managers, Planning organizations, the news media,
business and civic groups, and the general public on highway safety issues.
He is recognized by State District Courts as an expert witness in highway safety matters. He provides extremely complex and sensitive
expert advice to the Department’s Legal Section, Office of Risk Management, Attorney General’s Office, Contract Attorney’s, and the
US Department of Justice in preparing defenses for lawsuits affecting the Louisiana Department of Transportation and Development.
