The ATSIP Executive Board

The Association of Transportation Safety Information Professionals (ATSIP) has an Executive Board of elected officers, composed of members from the various regions of the United States, liaisons from federal agencies, and other national and international organizations.


Nils King

President: Born and raised in Marion, Indiana, Nils King started his Law Enforcement Career with the Marion Police Department in 1975. During his career, Mr. King was patrol officer, Traffic Sergeant, Crash Reconstructionist,Breathalyzer Operator, Field Training Officer, and Shift Sergeant.

Cynthia Burch

1st Vice President: Cynthia Burch has been an epidemiologist at the University of Maryland’s National Study Center for Trauma and EMS (NSC) since 2005. Prior to that she was a Research Analyst the NSC and an epidemiologist at the Governor’s Office of Highway Safety in Georgia.

Timothy Kerns

2nd Vice President: Mr. Kerns has been a database engineer at the University of Maryland’s National Study Center for Trauma and EMS since 1990. During this time he has gained considerable experience in the manipulation and use of large datasets relating to motor vehicle crashes and injury.

Marty Pollock

Past President: Mr. Marty Pollock is a Supervisor in the Research Planning and Development Division of the Department of Safety Highway Patrol. He has been a Commissioned Officer for 23 years and has 9 years experience in electronic traffic records and information systems.

At Large Members

A member-at-large is responsible for projects reaching common goals, identifies problems and oppertunities, sets goals, makes action plans, listens to and communicates officially with the executive board. Membership is open to any person, agency, company or organization that is involved with the collection, management, analysis, or use of transportation safety data.

Barbara Hilger DeLucia is a highway safety consultant for transportation and public safety systems and processes. She served as the President and CEO of Data Nexus, Inc., Transportation Program Director for Star Mountain, Inc., and Head of the Accident Analysis Division for the Texas A&M Transportation Institute.

Parliamentarian Members

Parliamentarian members are long term ATSIP officers/consultants that are designated to serve as experts of the body of rules, ethics, and customs governing meetings and other operations of ATSIP.


Ralph Zimmer

Ralph Zimmer

Ralph W. Zimmer was a professor at the Montana State University, Department of Civil Engineering & Engineering Mechanics. He has been involved with ATSIP and served as Parliamentarian for many years.

Jim Davis

Jim Davis

James W. Davis is currently an Epidemiologist with the NM Department of Health, Epidemiology and Response Division, focused on substance abuse issues. Prior to that, he spent most of thirty years as an employee of the University of New Mexico doing analysis of a wide variety of traffic safety data under contract to the NM Traffic Safety Bureau. Mr. Davis was a voting member of the ATSIP Board for ten years (1999-2008) and currently serves as one of two parliamentarians.


Treasurer

The treasurer is a non-voting member of the ATSIP Board.

Robert Rasmussen

Bob Rasmussen currently serves as a Program Administration Manger III in the Traffic Engineering Division at the Virginia Department of Transportation. He has thirty-six years of progressive experience in various disciplines within the division.  more...
